Notice:

In previous episodes, we explained that the political platform is divided into two sections: First, community building, and the second is state-building.

- Principles: It is the title of this episode, so what is the concept of principles?

First, the concept of principles is the system of foundations and logical premises contained in the constitution promulgated by the people as the real stakeholder in the selection and installation of authorities, defining the procedural means that guarantee transparency and integrity in choosing the people’s representatives, defining the relationship between the authorities and the people, distributing the tasks of state institutions and agencies and determining the political and defining financial powers of the authority and monitoring and dropping them (when necessary), as well as specifying the type of proper administrative system that guarantees the achievement of the greatest extent of the interests of the people clearly and unambiguously.

Second, the goals of the political platform:

1- The political platform of the Yemeni Islah Party included two main goals: a cultural goal and a political goal:

- The cultural objective is to establish a culture of political awareness in society about building the state and its principles...etc.

- The political goal is represented in defining the viewpoint of the Islah Party on the foundations, components, principles and goals of state-building and its management methods.

 

2- Detailed purposes:

Defining the state function.

Defining the principles of state-building.

3- Intellectual goals:

And here, I mean the civilized creedal goals, the most important of which are:

- The relationship between the principles of state-building and the goals of Islamic Sharia (Law).

- Consolidating the community's confidence in Islamic Sharia.

There are sub-goals related to the above-mentioned goals, which we will refer to in their places.

The purposeful rooting of the political platform:

Defining the state function.

“And We sent afore time our messengers with Clear Signs and sent down with them the Book and the Balance (of Right and Wrong), that people may act forth in justice.”

This is how the function of the state was manifested and clearly defined in the first lines of Chapter Two, Building the State. This clear determination of the function of the state carries several cultural connotations and dimensions, most notably:

- That all heavenly Shariahs aim to direct people to act in justice.

- That the function of the state is to rule with justice, Allah says: “And when you judge between people, that you judge with justice: Verily how excellent is the teaching which He gives you!”

- That the Shariah came for the benefit of man in this world and the hereafter.

- That human interests are guaranteed by Islamic Shariah before man-made laws.

- That the Islamic Shariah decided that the nation is a successor, that is, the nation is the stakeholder.

- That the nation is the only one that decides what it sees as guarantees to protect its interests.

- That the nation has the right to choose the best means to achieve justice in accordance with the cultural variables determined by reason, time, place, custom and experiences.

- That the interests of man in this world can be realized by reason and benefited by experiences.

- That the Yemeni society is required to be aware of this culture and consolidate it so that it becomes cultural traditions, established norms and social course that cannot be violated, as it is the most prominent guarantee in protecting the dignity, freedom, interests and rights of Yemeni people, whether they are individuals or society.

2- Defining the principles of state-building.

Defining the principles of state-building carries several purposes, the most prominent of which are:

- Regulating the relationship between the ruler and the ruled in a clear and unambiguous manner.

- Enable society to choose the men of the legislative authority, as well as the president of the state and the leadership of the local authority.

- Establishing a state of institutions by organizing and determining the function of each institution as a functional chapter that guarantees the service of the citizen and facilitates his access to his rights and the safety of this institution from any aggression or abuses by those with influence or the tampering of abusers.

3- Political and administrative goals at the same time:

 

- The political platform clearly stipulated the establishment that consists of a Supreme Constitutional Court consisting of the finest judges known for their strength and honesty, provided that they would be chosen according to the highest and best transparent and impartial methods and means, defining the objectives of this court represented in adjudicating the most important constitutional issues in order to ensure the protection of the people’s interests, constitutionally, from overpowering the authorities and the tyranny of the individual.

- The political platform stipulated the right of the people to elect the legislative and local authority on a regular basis so that this right becomes a culture and a custom firmly rooted in the public awareness so that it does not affect by the snares of individual interest, and even the pro–forma partisanship.

- Linking the Control and Auditing Accountability administratively to the Legislative Council:

Thus, the political platform stipulated this administrative value that guarantees the protection of public money from the octopus of corruption, so that the Council can hold corrupters accountable, expose them and punish them in accordance with the constitution and the law, referring to the enactment of a law for rewards and incentives so that they are granted to the deserving in a transparent manner, away from moodiness and favoritism.

 

4- Judicial Authority:

 

The political platform stipulated the need to create a judicial authority that enjoys knowledge and legal sufficiency, as well as integrity and independence, and guarantees its full rights, provided that judges are elected through the Judicial Club away from the interference of other executive authorities in order to perform the role assigned to it efficiently, competently, and the integrity and ease of litigation, so that the citizen can get his rights away from the complications and length of tedious procedures.

The military and security establishments:

The political platform stipulated many points related to these two important national institutions, emphasizing literally the consolidation of the national affiliation of the elements of these two institutions. It also referred literally to the people’s involvement in the cause of defending and protecting the homeland, as well as consolidating the means of security and achieving peace and stability, reaching sustainable development and supporting light industrialization in the field of the armament, and above all, the rehabilitation and training of the elements of these two institutions in a cultural and professional manner that guarantees the protection of the sovereignty and security of the citizen, calling for the activation of the National Defense Service Law, provided that these two institutions are affiliated with the Constitution in compliance and protection, and in a clearer form: Consolidation of the national belief among the members of these two institutions away from influence and domination whatever was.

6- Economic field:

n the field of economy, the political platform stipulates that the economy is based on the basis of acting in justice represented in encouraging investment away from favoritism, influence and monopoly and without harming the national interest, encouraging joint-stock companies and establishing and encouraging the scientific, health and social charitable endowment, provided that state real estate properties contribute to supporting this field in order to people with low incomes obtain their scientific and health rights...etc.

7- Civilized values:

The political platform stipulated the following civilized principles and national and social values:

- Equal citizenship:

- Democracy as a mechanism for achieving and embodying the will of the citizen.

- Protecting women's rights and allowing them to participate actively, where there is no definitive text.

- Coexistence and acceptance of the other in light of a multiplicity of programs that do not clash with the absolutes of belief, identity and sound custom.

8- Foreign Policy:

The political platform stipulated for networking and strengthening relations with neighboring countries, especially the Gulf states, then the regional and international countries based on brotherhood, cooperation and respect in a manner that achieves serve of development and interests. And there are a lot of important items under each of the areas.

9- Intentional rooting again:

- The political platform has linked the principles of state-building to the constitution.

- The political program linked the constitution and the nation's right to the constitutional political legitimacy guaranteed in the texts of the divine law of Islam.

- The political platform linked all constitutional principles to the interest of the nation, explaining literally and shades of meaning that the interests of the nation and images of justice are renewed and that the nation has the right to legislate, choose and define the best means to consolidate human dignity and preserve his freedom and rights, foremost of which is his identity and culture, and that this is the best way in establishing the values and behavior of succession and building the land.
