In his letter, Basurra said, my respected colleagues — the parliament members:

As you have been authorized by the Constitution to call for the convening of the Council, and as long as there is no leadership of the presidency of the parliament that is loyal to the legitimacy, which can receive a written letter by a third of the parliament members only Mr. Muhammad Ali al-Shaddadi — may Allah preserve him — we think that Mr. Muhammad Ali al-Shaddadi Acting Chairman of the parliament can adopt (In cooperation with the heads of parliamentary blocs or their representatives) the formation of a committee to prepare for the convention of the parliament, and to invite the leaders of the Arab and the International Parliament for supporting and participating in the preparations and attendance of sessions.

Colleagues, members of the Parliament: The citizen looks to you as a hope -after Allah- to take action to alleviate his suffering, and you are qualified to perform this duty, and Allah conserve all of you.
