Gains and acts of revenge.. Why are the Houthis afraid of peace and prefer the continuation of the war? (Analytical Article)

After the current efforts made to end the warfare in Yemen and settle the crisis politically, the terrorist Houthi militia spoke back to these efforts in two ways: The first is maneuvering and political puns, by showing responsiveness to those efforts and talking about readiness for bringing peace. The second is the military escalation on the fronts of Marib, Shabwa, and Taiz, and at the same time the threat to resume attacks on Saudi territory if efforts to establish peace and political reconciliation fail.

This Houthi deals with all peace initiatives since the beginning of the coup against the state until this moment reflects the militia's unwillingness to peace and adherence to the option of war at any cost. But dealing with peace initiatives and efforts is nothing but a way to maneuver, deceive and buy more time to achieve several gains and multiply its profits through war trade. The pun in order to prolong the war gives the militia ample opportunity to militarize and sectarianize society, as well as spread a culture of violence, terrorism, and killing, and mobilize more fighters in its ranks and push them to the various battle fronts.

 

War as a strategic choice:

When talking about establishing peace in Yemen, loads of violence, killing, and terrorism cannot be overlooked because these all consider a behavior that reflects the combative beginning of the Houthi militia, and it is impossible for that militia to abandon them. The choice of war for this militia is considered a strategic choice that cannot be undone because it realizes that it will not have a place in the country's public scene by political means because the nature of its formation is completely contrary to politics. This militia is neither a political party nor a civil society organization, and therefore it does not belong in any way to political organizations. Rather, it is just a racist, sectarian, terrorist militia, and it firmly believes that power is a sacred right for it, and this sacred right does not accept to be negotiated or participated with others, and it believes that fighting for power is a jihad whose reward is heaven.

The Houthi militia believes that peace is only a means of war, meaning that this militia wants peace if the peace consolidates its gains on the ground and gives it sufficient time to smuggle weapons, mobilize and train more fighters, and entrap society with a culture of violence and terrorism, meaning that this militia wants a temporary peace that guarantees a prolongation of the war and is merely a warrior break, i.e. a peace that will be followed by rounds of violence, killing and bloodshed that are worse than the previous ones, and not a peace that leads to a permanent political settlement and the achievement of security and stability.

The Houthi militia also deals with efforts to establish peace in a way of blackmail, as it constantly threatens to resume military confrontation if the peace it wants is not achieved according to its desires. It has recently reached the point of imposing impossible demands, according to media leaks. This militia wants peace that lifts the siege imposed on it, enables it to control most of the country's resources, and be recognized as a legitimate party in the conflict equation and not as a coup militia party. This militia does not want to make concessions on its part in exchange for the concessions offered by the legitimate authority, and whenever it obtains concessions tempts it to add new insurmountable demands that it cannot obtain through military confrontation.

But what makes the Houthi militia deal in a comical manner with efforts to achieve peace and a political settlement of the crisis? Perhaps the only reason for this is that this militia believes that the peace efforts and making concessions is a result of the weakness of the other party and that the peace efforts are nothing but compliance with the terms of surrender imposed by the Houthi militia because it believes that the prolongation of the war and its continued control of the capital, Sanaa, and several provinces, is divine empowerment for it cannot be abandoned, although this matter has objective reasons, but they are immediate and non-permanent and are not part of the laws of the movement of history or divine laws. Therefore, this means that the inevitable fate of that militia is demise. When the moment of demise comes through the availability of its objective reasons, this militia will wish for peace that guarantees it a few gains instead of losing everything at once, but that will be just wishes overtaken by events.

 

- Why are they afraid of peace?

There are many reasons why peace or a political settlement of the crisis would be a great disaster for the terrorist Houthi militia and even a graveyard for it if there is real peace and a permanent settlement to the conflict. Therefore, the militia fears peace more than war, why? Because a comprehensive peace and a permanent settlement will entail many commitments, concessions, restoring rights to their owners and compensating the victims. The most important thing is the personal revenge by those who have been affected by the violations of the Houthi leaders, which include the looting of rights and property, abductions and arrests, and other violations that have reached the point of confiscating entire neighborhoods in the capital, Sana'a, under the pretext that they are owned by the ancestors of the racist dynasty that is alien to Yemen.

Therefore, the Houthi militia's welcome to peace does not reflect its actual desire to establish peace and end the war but rather reflects the militia's urgent need to achieve a temporary truce through which it can regain its breath and try to compensate for its material and human losses after each failed battle it waged.

The following are the main reasons for the terrorist Houthi militia's fear of achieving peace and its keenness to continue the war:

- The Houthi militia has sectarian and racist goals represented in monopolizing power and wealth, confiscating livelihoods for its benefit, and monopolizing the economy, investments, and everything that could be plundered. These goals cannot be achieved under a political settlement, partnership in power, and fair distribution of wealth.

- Any political settlement of the conflict and cessation of war, which will be accomplished in accordance with the constitution and the law, will be followed by presidential and parliamentary elections. Ending the militia situation in the country by handing over the militia's weapons to the state will be among the requirements of this settlement. These are measures that it is impossible for the Houthi militia to accept because it derives its existence from the force of arms and is not qualified to transform into a political party. And even if it does, it will not obtain enough votes to enable it to remain an active player in the political scene. Since this militia is not qualified to engage in political action and is not ready to return the weapons it looted to the state, it cannot engage in a comprehensive and real political settlement and abandon violence and terrorism.

- The intertwining of conflicts and the dependence of the Houthi militia on the Iranian subversive project in the region, made the Houthi militia appear as if it were just an agent of Iran in the region. Consequently, the Houthis will remain at the disposal of Iran and determine the extent of the temporary peace or truce that will be a warrior's rest, especially since Iran's project does not contradict the Houthi project, as both projects stem from one source. So, the temporary peace that Iran and the Houthi militia are keen on is the peace that enables them to prepare again for the conflict because they were affected by exhausting factors. Iran seems exhausted from its internal situation and its crisis with the international community because of its nuclear program. Likewise, the Houthi militia seems exhausted from the battle of Marib throughout the year 2021. Therefore, both sides desperately need more time under the slogans of peace and political settlements in order to prepare for the next rounds of conflict.

- To lift the Houthi militia its hand from society and desist from its efforts to sectarianize it by changing the school curricula, continuous media pumping through the media of the state that it seized, controlling all mosques in the areas under its control, replacing preachers with others from the militia's followers, converting mosques into public places to spread sectarianism as well as a culture of violence, killing and hatred, all of this is also a requirement for achieving peace. It is impossible for the Houthi militia to back down from its efforts to sectarianize society and make it a tool that makes it submissive to its will, that is, militarizing it and turning it into a herd of militia fighters.

- The Houthi militia took control of government and private economic facilities, confiscated all state revenues, monopolized the trade in oil derivatives and domestic gas, looted salaries and foreign aid, also looted property, homes and institutions of opponents, as well as other people's property. The process of plundering continues and is increasing, in addition to the unfair royalties that burden small traders and farmers, in addition to the royalties that are imposed on well-off citizens such as expatriates and others.

All of this made the leaders of the Houthi militia in a state of super wealth. Where their desire to plunder increased after they were poor and could not find the necessities of living because of their inability to engage in the labor market as a result of their ignorance because they had no qualifications or working experiences. In short, achieving peace means the return of public and private property and all rights to their owners, such as companies, commercial establishments, lands, homes, etc., in addition to stopping looting, robbery, and banditry that is being practiced in the name of the war effort, zakat of a fifth of money, and so on. Therefore, it is impossible for the Houthis to accept to a political settlement that will return the stolen rights to their owners and dry up their sources of wealth, which will lead to the return of the state of poverty in which they were previously living. Therefore, the option to continue the sources of wealth is to perpetuate the war until the end: Either a crushing defeat or a total victory.

- And most importantly of all of the above is that all segments of society want revenge on the Houthi militia, and those affected by it are waiting for the state to return to provide justice for them otherwise they will be forced to restore their rights to their own hands. Therefore, the militia fears retaliation when the state returns and the war stops, especially since it is hostile to everyone, and everyone wants revenge against it because the violations included everyone. There are people killed by the militia in front of their families, abducted children of some others, made them fuel for their battles, then returned to their families as lifeless bodies or scattered pieces.

The militia also abducted a large number of men, women, and children, fabricating charges against them and torturing them in prisons and issuing unfair sentences that amounted to death against others, harassing many people in their livelihoods and committing heinous violations and crimes. There is no city or village in the areas controlled by the Houthi militia that is safe from its oppression. The entire community complains and groans at the horror of its crimes and the continuation of its abuses. Therefore, it is impossible for the Houthi militia to accept a political settlement and a comprehensive peace process, as a result of which revenge and grievances will explode when its iron fist is relaxed. The best option for the militia is to continue the war, which is better than the peace that will turn into a disaster over it and it will reap the fruit of what it has sown over the past years.

Thus, it is clear - through the previous evidence - that the Houthi militia imposed the war on the Yemenis and that it cannot accept a real political settlement and a permanent cease-fire, and therefore it has violated all the agreements it signed and wasted all opportunities for peace, and it is no longer dealing with the efforts made to establish peace and a temporary cessation just to fight only as a warrior's rest and prepare again for heavier rounds of combat. In conclusion, the Houthi militia will move forward with the option of war until crushing defeat or clear victory, and will not resort to maneuvering and puns except when it feels weak or its defeat is imminent and will continue to impose the option of war until the end as long as it feels that it will be the losing party in concluding peace.
