SAM Organization for Rights and Liberties said that the leadership of the second military region should provide all information about the abduction of the leader of the Yemeni Islah Party in Hadhramawt, Awad Ahmed al-Duqayl, by members of the Hadhrami elite on November 25 without legal justification, stressing that the delay in his release and disclosure for his fate makes it take full responsibility for the safety of his life.

In a statement issued yesterday, Wednesday, the organization stated that it had received information from people close to the leader, al-Duqayl, that the leader's family had filed a complaint about his abduction on November 25, 2022, after he was detained at a military checkpoint west of the city of Mukalla while he was coming from Aden, then, these elements put a cover on his face and took him with them.

SAM indicated that al-Duqayl's family contacted various parties, demanding his release. His family has received promises of his release, but this has not been done so far.

The organization considered that what is being practiced by the intelligence and military services is disgraceful behavior akin to gang behavior, as the security institutions resort to effective laws that are supervised by an independent judiciary.

The organization emphasized that the kidnapping incident is a violation of many legal texts and rules that guarantee freedom of movement, criminalize arbitrary arrest, and threaten the freedom and safety of people without legal permission or a judicial decision.

It also stressed that the behavior that took place with the leader of the Islah Party in Hadhramawt, Awad al-Duqayl, is an abducting crime that requires the security authorities in Mukalla, especially the leadership of the second military region to which the area in which the abducting crime belongs, to take urgent action and reveal his fate instead of the policy of silence and unjustified procrastination towards the serious violation that occurred.

The organization concluded its statement by calling on the leadership of the second military region to disclose the fate of Awad al-Duqayl immediately and without conditions, stressing the importance of the authorities supervising the area where the abduct occurred to provide sufficient information about that incident, the people involved in it and work to bring them to a fair trial for their violation unjustified and dangerous for a number of rules and conventions of international law.

The organization emphasized that the recurrence of such incidents and their passing without accountability for the violating parties contributed to the recurrence and spread of these incidents in an alarming manner, and the security authorities must stop and abide by the Yemeni constitution and legal rules, where the arrogant and provocative behavior that was practiced with Al-Duqail reinforces the escalation of violations instead Ensure that the security services are the source of safety and protection for Yemeni citizens.
