‏The intellectual and political determinants of the Yemeni Islah party (The Last Episode)

The achievement of Yemeni unity between the two parts of the country on May 22, 1990, represented a prominent milestone in modern Yemeni history, as a result of long struggles and coronation of the movement of consciousness that lasted for decades, specifically since the two revolutions of September and October of the early 1960s. This great event was accompanied by the establishment of multi-partyism as a new basis in the political process of the next Unity State. Also, the idea of the new state after unity is based on pure Yemeni nationalism. This has facilitated the process of integration and getting rid of the odious legacy of Imamate in the north and the British occupation in the south. After getting rid of the regime in the name of religion and the regime of the Sultanates and the Sheikhdoms, the pure Yemeni identity returned again.

The Islamic Movement in a New Era

The Yemeni Islamic Movement participated in this great Yemeni happiness, represented in the blessed Yemeni unity, and participated with the rest of Yemen's leftist and nationalist political movements in the north and south. The happiness with this historical achievement was pure Yemeni happiness that no one could monopolize it for his favor. The movement had a real and fundamental role in the success of this move, as well as others. The literature of the Islamic Movement before and after Unity sees that Arab and Islamic unity is a solid basis for enhancing the comprehensive Arab and Islamic identity. The first goal of the party after its founding on September 13, 1990, is "adherence to the doctrine and the law of Islam, the preservation of the objectives of the Yemeni revolution and the republican system, the unity of Yemen and the pursuit of comprehensive Arab and Islamic unity."

The Islamic Movement, with its new definition, the Yemeni Islah Party, moved towards achieving its noble struggle goals. During this new trend, some names and paths have changed according to the new situation and reality. In addition, the objectives expanded and deepened at the same time from the protection of the Yemeni identity exclusively to serve the Yemeni citizens in the first place. This is what is imposed by the new party work, which makes the service of citizens; the protection of their achievements and objectives, achieving security and stability is the base of the partisan work as a whole.

Political determinants

The Yemen Islah Party is a political change movement with a local origin and roots. It has no external regulatory or political ties. In this study, we have already explained that the communication, influence, and affectivity that occurred in the period prior to the September 26, Revolution (the period of the 1940s and 50s) was followed by most of the Yemeni political currents, which were influenced by the struggle movement broke out in other Arab countries. However, the base and origin are Yemeni. This fact confirmed by all the political literature and statements issued by the party.

From the central system to the federal system

As the party believed in the republican system and unified Yemen relying on the central system of state administration, it believes today that the federal system is the most important political pillar in the new national action after the revolution of February 11, 2011. This trend, which is listed in the outcomes of the comprehensive National Dialogue Conference, is the document that represents the orientation of most Yemenis in the north and south after the central state failed to achieve the goals and aspirations of the Yemenis for two decades of achieving unity, and three and a half decades since the ousted President Ali Abdullah Saleh assumed power.

Civil State

The Yemeni Islamic Movement categorically rejects the system of theocracy, which equally rejects the secular state with determinants antagonized religion, and also it rejects the strict military state. Among these three systems that are not appropriate to manage the state system in a country like Yemen, it is moving towards the middle line represented in civil state, because the system that relies on a participatory democratic system guarantees public and private rights and freedoms.

A civil state is a state that protects all members of society regardless of their national, religious or intellectual affiliation. The State is based on peace, tolerance, acceptance of the other, equal rights and duties and guarantees the rights of all citizens without exception. Also, every individual in the civil state is not subject to the violation of his or her rights by another individual or by any other party. So, the party always believes that there is a supreme authority, the authority of a state that monopolizes violence without people, which individuals resort to when their rights are violated or threatened to be violated. It is the state that applies the law and prevents parties from applying the punishment themselves.

The idea of a civil state is based on a fundamental and solid principle based on citizenship. Citizenship means that the individual is not defined through his profession, sect, territory, money or authority, but is legally and socially defined as a purely Yemeni citizen, meaning that he is a member of society with rights and duties, who is equal to all other citizens.

The civil state is also based on a civil order of relations based on peace, tolerance, acceptance of the other, equality of rights and duties and confidence in the various contracting and exchange processes.

Islah is a purely political party

From its establishment until today, all the Islah literature confirms that it is a political party only and not a religious party. In a country like Yemen there can be no religious party, where the doctrine and the law of Islam are the basis of partisan work between all political parties and currents in the Yemeni arena. The Islah depends on the Islamic reference according to its understanding of religion, and this is provided in accordance with purely political programs presented to the community in order to be elected according to that political program. Here, the Islah does not feel that it represents Islam, but it provides a concept of religion that it considers most appropriate to serve the citizens and achieve stability and advancement in their working lives.

Rejection of violence and terrorism

The reform depends on politics in all its dimensions in the management of the conflict, because it believes in the right of others to disagree and also believes that diversity is a way of Allah in the universe and life, and sees the importance of partnership in political life to achieve the country's supreme interests and believes in peaceful circulation of power and urges that.

The Islah is equally rejecting violence and terrorism and everything related to them. From its establishment until today, the party has not been classified in any act of violence or any act that justifies violence. It rejects terrorism by word and deed by any individual or group. The Islah also believes that peaceful struggle is the only way to change and gain rights and freedoms, and that violence always leads to destruction and deforms the image of Islam and Muslims. There is a large area in civil and peaceful work, and through this, the individual and the party can reach his/its goals if he/it believes in this principle.

General Principles

From these previous principles, the Islah believes that the Comprehensive National Dialogue Document announced on January 25, 2014 is the best national historical document produced by the Yemenis in their history, and that the Islah Party is committed to the implementation of all items listed in that document because they represent the best form of compatibility between the Yemeni people's entities.

And the party believes in the principle of national partnership, the non-monopoly of power by any party, the defeat of the coup, the restoration of the state and the reconstruction of its civilian and military institutions according to purely national criteria, because it is the most important of the determinants of the political action for the Islah Party at the current time. And the Islah Party considers the Arab Alliance, led by Saudi Arabia, is a key partner of Yemen and the Islah Party in defeating the coup, state and legitimacy restoration as well as reconstruction. The Islah Party also believes in the importance and necessity of Yemen's full membership in the GCC.

The party also believes in partnership with neighboring countries, especially Saudi Arabia, in the regional security system, as well as the partnership with the international community in the war on terrorism and the drying up of its sources and the maintenance of international peace and security.
