A government report reveals details and facts of crimes and atrocities committed by the Houthis in Hodeidah

A recent and detailed government report documented crimes, violations and atrocities committed by the Houthi militias in the Hodeidah Directorate during the past few days, and called on the United Nations and the UN Security Council to fulfill their duty towards protecting civilians and obliging the Houthi militias to implement their obligations regarding the Stockholm Agreement.

In an official statement, the issued report stated that the Human Rights Office in Hodeidah Governorate is monitoring the Houthi militia’s attempt to cover up their violations and horrific crimes they committed against defenseless civilians in the areas that were evacuated by the Joint Forces in the implementation of the Stockholm Agreement, by spreading lies and rumors about the execution of ten members of the militias. And after conducting the investigations, it became clear that the Houthi militia members were killed on Friday, November 12, 2021 in the Ghuwaireq area during direct clashes with the Joint Forces when the Houthi militia attempted to advance and take control of sites outside the scope of the redeployment plan stipulated in the Stockholm Agreement.

In addition to the live testimonies of those affected, the Office documented, during the period from November 9 to November 23, in the Directorates of (Al-Durayhimi, Al-Halli, Al-Tihayta), the Houthi militia committed dozens of horrific crimes and violations against the people of the three districts. And these crimes and violations varied between field executions against civilian and military prisoners, torture, dragging along and indiscriminate bombing.

In addition to carrying out arrest campaigns, raiding homes, forced displacement, exclusion and confiscation of jobs, changing education curricula and imposing house arrest on the people of entire Directorates, as follows:

First: Al-Hali Directorate:

On Friday, November 12, 2021, the Houthi militia killed four people, they are (1- Hammoud 'Arjash 2- Abdullah Musha'sha’ 3- Muhammad Sharqi 4- Sam Mizjaji) in Al-Hali Directorate, who had been arrested by the militia during their attempt to leave the Directorate after storming it by the militias, where these four persons were beaten, tied to trunks of tree and palms, threatened with guns aimed at their heads, deprived of food and water, and then dragged before being liquidated.

- Friday, November 12, 2021, the Houthi militia abducted 12 citizens in the Al-Masna area of the Al-Hali Directorate, and the militia took them to an unknown location, they are:

(1- Obaid Yahya Nahari 2- Ghossein Awaji Falit Harisa 3- Salah Muhammad Salem 4- Ahmed Yahya Muhammad Kabaa 5- Kulaib Muhammad Ghabq 6- Hussam Hassan Harissa 7- Omar Yahya Zaita 8- Talal Abdullah Zaita 9- Hisham Abdullah Zaita 10- Nabil Qamam 11 - Khaled Mussad 12- Muhammad Khairy Muhammad Awad).

Secondly: At-Tuhayta Directorate:

- Friday, November 12, 2021, the Houthi militia killed four citizens, they are 1- Adel Awwash Afif 2- Muhammad Fitayni Ashaal 3- Muhammad Abdo Shalfan 4- Munir Yahya Shalfan, and others were wounded in the Al-Tuhayta Directorate with a Houthi shell, coinciding with the militia’s entry into the center of the Directorate, knowing that there were no battles.

- Saturday, November 20, 2021, the Houthi militia shot dead one of the mothers with her son, Mrs. Durayna, in the village of Al-Mateena in the Al-Tuhayta Directorate.

Thirdly: Al-Durayhimi Directorate:

- On Saturday, November 13, 2021, the Houthi militia arrested the 16-year-old child, Sam Suleiman Mizjaji, in Al-Durayhimi Directorate and took him to an unknown location.

- Sunday, November 14, 2021, the Houthi militia displaced one of the female teachers, "Sumaya", from her Directorate after they expelled her from the Al-Jil Al-Jadid School, the school where she works in Al-Durayhimi Directorate, and she is now displaced in Al-Khokha Directorate.

- Monday, November 22, 2021, the body of the 20-year-old young man, Muhammad Youssef Mahmoud Samah Al-Bala', was found with traces of torture thrown in one of the streets of Al-Durayhimi Directorate, days after his arrest by the Houthi militia on November 11, 2021.

Fourthly: Al Marawaah Directorate:

- Friday, November 19, 2021, the Human Rights Office received a report that Houthi militias stormed the house of Ahmed Rashid and killed his son Ali, and seriously wounded two other of his sons, “Ahmed and Muhammad,” in the Marawaa Directorate after their house was stormed and attacked by a leader in the Houthi militia named Al-Hudayqi and members of the Houthi militia have taken over the house and farm of Ahmed Rashid's family. In addition, the Houthi militia, upon entering the Directorates of Al-Durayhimi, Al-Tahita and Al-Hali, in November 2021, issued orders to replace school curricula with other sectarian curricula that serve the militias’ orientation and contribute to the process of brainwashing students in line with the Houthi militia policy.

addition to all the crimes mentioned in this report, the Human Rights Office received on November 15, 2021 a report issued by the First Brigade Zaraneq of the Joint Forces that the Houthi militia had massacred seven prisoners of the Brigade’s fighters who had been captured by the militia while entering the areas vacated by the Joint Forces in Hodeidah under the Stockholm Agreement.

Migration and forced displacement:

During the period from 9 to 15 November 2021, more than 980 families were displaced from the Al-Durayhimi, Al-Tahita and Al-Hali districts, which the Houthi militia entered, for fear of the Houthi militia’s revenge, not to mention the militia forcibly displacing many of these families. And these families have been displaced to the Khokha Directorate in Hodeidah and the Mokha Directorate of Taiz Governorate. Currently, 380 displaced families reside in a camp recently established in the Al-Waarah area by the humanitarian cell of the national resistance. Also, more than 300 displaced families from Al-Hodeidah are located in the Mocha district, and the rest of the displaced families are distributed in a host community or in rented houses.

And the Human Rights Office in Hodeidah considered that what was stated in its statement is a partial preliminary report on the violations and crimes committed by the Houthi militia against unarmed citizens, and strongly condemned all criminal reprisals committed by the Houthi militia in Hodeidah Governorate, which amounts to war crimes, stressing that all that the Houthi militia is circulating about the execution of its members is nothing but lies to cover up their crimes and violations against defenseless civilians who are currently under the control of the militias in the areas vacated by the Joint Forces under the Stockholm Agreement.

And the Human Rights Office called on the United Nations, the Red Cross and the Office of the High Commissioner for Human Rights to form an urgent committee to investigate the crimes mentioned in this statement (report) and condemn them, and to compel the militias to immediately lift the house arrest they impose on citizens in the areas vacated by the Joint Forces under the Stockholm Agreement.

As well as for the UN Security Council to compel the Houthi militia to implement its part of the Agreement and pressure the militia to withdraw from the city of Hodeidah to the borders stipulated in the Sweden agreement.
