Researcher and strategic expert, Dr. Ali Al-Dhahab emphasized that "raising the issue of the Houthi militia’s association with terrorist organizations at this stage is very important, although it came too late because the state apparatus with their various institutions are busy with war and in rebuilding their structures, which were robbed by the Houthi militia since its coup and its control of the capital, Sanaa.

In a statement he made to the Army’s 26sepnews.net website, Dr. al-Dhahab said, “It is time for the whole world to know that terrorist groups and organizations are one fabric. There can be no difference between a terrorist and another at all, and the distinction between them is kind of stupid because these organizations are criminal and subversive, and are generally transnational terrorism."

Al-Dhahab attributed the relationship of the Houthis to al-Qaeda and ISIS, or between its branches and factions, to before 2014. He added, “When the Houthis were advancing from Saada and Amran towards the capital, Sana'a, al-Qaeda was operating in other areas and slaughtering soldiers, and this action was a catalyst for international forces at the time to view the Houthis as the wing that can be relied upon or the armed group that can be relied upon to strike at elements of the two organizations of al-Qaeda and ISIS.

He pointed out that al-Qaeda and ISIS were nothing but a means for the Houthi militia to obtain international and popular support, at the same time that al-Qaeda is practicing itself, it was in fact being the other arm of the Houthis, this is the reality in one way or another, otherwise why was this timing?

He stated that al-Qaeda's criminality was employed for the benefit of the Houthi militia, which was claiming to be oppressed, and then it started practicing the same criminal behavior against others until today. He pointed out that the Houthis at several stages were employing the work of al-Qaeda for their benefit, and this employment did not come out of a vacuum, but to enhance their influence and grip on the state's joints and structures and their expansion on the ground.

Dr. Al-Dhahab said, "Whenever the Houthis' reputation diminishes and their crimes escalate, they instruct their factions in ISIS and al-Qaeda to come out with what stirs public opinion and raises the international and regional stance towards it, and then the Houthis come to exploit this in reshaping their shattered features and stained with dirty work."

He confirmed that in 2013, a senior security official revealed to him, at that time, that cells had been arrested after the killing of Abdul Karim Jadban, including terrorist elements belonging to dynastic families working with the Houthis.

He continued, “The militia has an arm within terrorist groups from an ancient time, which indicates that there is a connection between these groups and that their criminal and terrorist actions are in the interest of the Houthis, where they were spreading news claiming that the Houthi militia would be the savior from the violence of the terrorist groups.”

Regarding the latest intelligence report, al-Dhahab believes that the government should work according to a broad strategy that includes showing Houthi terrorism and its association with al-Qaeda and ISIS at the regional and international level through embassies, consulates and attachés.

He pointed out that at the present time the government should work on it in the media and hold seminars and press conferences in countries with Arab, regional and international influence. He emphasized that the matter requires a great effort and that the state institutions operate within a single fabric and in a joint framework to succeed in presenting the issue and changing the world’s view in order to classify the Houthi militia as a terrorist group and put it in its rightful place.

And last week, the Yemeni government submitted a report supported with evidence to the UN Security Council revealing the high level of coordination between the Houthi militia, Al Qaeda and ISIS. And this coordination has reached the point of exchanging roles in carrying out criminal operations that threaten the security, stability and unity of Yemen and its Arab and regional surroundings and international shipping lines.

In another aspect, the report indicated that the terrorist Houthi militia had worked to provide safe havens in the areas under its control for the leaders and members of the two organizations, as well as providing medical shelter for them and their families.

The report listed the evidence indicating the relationship between the Houthi militia and terrorist organizations, including the testimonies of terrorist elements who were captured by the National Army forces while they were fighting in the ranks of the Houthi militia, including the terrorist Musa Nasser al-Malhani, who admitted the presence of al-Qaeda fighters with the Houthi militia.

Otherwise, according to the report, terrorist elements from al-Qaeda and ISIS are involved in the militia’s intelligence, some of whom are of non-Yemeni nationalities. It also secures their presence, movements and participation in managing combat operations.
