The Association of the Mothers of the Abductees publishes its third annual report entitled "Mothers at the Prison Gates"

Association of Mothers of Abductees published its third annual report on Sunday morning in the capital Sana'a, coinciding with the International Women's Day, under the title (Mothers at the Prison Gates). The report provided statistics provided by the Association to concerned authorities, United Nations officials and human rights organizations inside and outside Yemen. The report revealed statistics of violations carried out by the Houthi armed group and the military and security formations in Aden in 2018 against hundreds of abducted and forcibly hidden in their prisons and places of detention.

The report said that 1,442 citizens were abducted from Houthi-controlled areas, 114 of which were women. The capital Sana'a ranked first, with 236 cases of kidnapping, of which 109 women were subjected to kidnapping. The governorate of Hodeidah came in second place, which registered 190 cases, including 2 women, and then Sana'a came in third place, which registered 165 cases.

The report noted that the military and security formations in Aden kidnapped 54 citizens, while the phenomenon of mass kidnappings emerged during 2018, where the Association has recorded 33 campaigns of kidnappings and mass arrests, including 29 mass arrests carried out by the armed Houthi group in the areas under their control, and 4 campaigns carried out by military and security formations in Aden. The number of people who have been detained in kidnappings and arbitrary detention was 450 people, including women and children. The Association confirmed the release of 109 of those abducted until the time of writing this report.

The report mentioned the statistics of enforced disappeared during the reporting period, with a total of 294 cases of enforced disappeared in 2018. The governorate of Hodeidah was ranked first, with 73 cases registered. The governorates of Taiz and Saada ranked second, with 37 cases registered for each of these governorates, while 15 cases in Aden governorate, while 230 are still kidnapped from previous years.

The report included cases of torture against abductees and hidden forcibly practiced by the armed Houthi group and military and security formations, which were monitored by the Association and the outcome was 709 cases of torture have been exerted on the abductees and the veterans of the abductees also during the year 2018, who have been subjected to different methods of torture and ill-treatment within prisons, where the capital Sana'a ranked first with 134 cases, and then the governorate of Hodeidah with 120 cases.

With regard to the death under torture in prisons and places of detention, cases of death under torture or because of torture resulted in 28 cases, of which 22 were in the Houthi prisons and detention centers and 6 in the military formations in Aden, including those in previous periods.

The report also included a number of violations committed against the families of the abductees, such as physical abuse, which in some cases amounted to an attack on the right to life. As well as the detention of relatives as hostages in order to force the victim to surrender himself or to force him to say what he is asked and financial extortion, where the Association recorded 563 cases of financial extortion by the armed Houthi group.

The report also mentioned the cases of the exchange of civilian abductees with Houthi who were arrested on the front lines. The Association monitored 189 cases of exchange during 2018. The Association met with most of the released abductees, who expressed dissatisfaction with the adoption of exchange as the only way to release the abducted civilians.

The report referred to the activities of the mothers of the abductees during 2018, where the Association carried out 64 protests in six governorates and issued 60 communiqués and reports on the violations monitored. The Association heard 473 testimonies from the released and the families of the abductees.

The Association also held 65 meetings with political and juridical personalities. The number of hearings and seminars reached 11 meetings and symposium during 2018. The Association also produced 20 media films and flashes on the abduction and suffering of victims and their families.

The report concluded with the most important recommendations and appeals from the abductees' mothers to state officials, the United Nations and human rights organizations in Yemen and abroad demanding the release of the abducted and detained arbitrarily, as well as the disclosure of the fate of those who were forcibly disappeared, the prevention of arbitrary kidnappings and arrests in Yemen, empowering victims with their full natural human rights, caring for them and integrating them into society by enabling them economically, compensating them and providing protection to complainants, witnesses and human rights defenders. As well as the closure of informal prisons and subjecting the official prisons to the procedures provided for in the law. And finally the ratification of the international conventions against enforced disappearance.
