A reading in the US ambassador's discourse ... Positive transformation and exclusion of entities outside the legitimacy

In rare cases, and in articulated issues, the US Ambassador to Yemen speaks clearly. He speaks in a language based on law free from hidden motives and undeclared policy, so Yemeni politicians should take advantage of these rare cases, considering it a free lesson came from the Ambassador of the first country in the world, and of course it does not mean -in any case- to accept all what he says, but we must put his discourses under the microscope and evaluate them objectively, and that his first goal, in all his words or behaviors, is the interests of his country.

At a press conference in Cairo last Wednesday, US Ambassador to the Republic of Yemen, Matthew H. Tueller, spoke differently than any previous talk.

A broad American role

The Ambassador revealed about the American role in the Yemeni crisis and the issues of consultations to be held in Geneva, through his meeting with representatives of the Southern Transitional Council and representatives of the General People's Congress. The difference between the two is that the Southern Transitional Council is an illegal entity, while the General People's Congress is a well-known legal political party.

He also revealed the communication with the Houthis group. This communication makes their propaganda and slogans just lies. He also spoke about a division within the Houthi group between two groups, one of them is convinced and ready to practice politics and renounce violence, according to his description.

The Ambassador's talk points to the nature of his country's relationship nature with the Houthis, and that the Americans have motivations to create communications with the different groups, but at the same time he reveals more about the nature of Houthi propaganda, not only in its demagogic motto, but in misleading the public and its followers that it is at war with America. And in all its news and speeches it does not stop talking about the American aggression. The Ambassador was simply talking about conducting contacts with the Houthis.

How far is there a division within the Houthis group?

The Ambassador spoke of a division within the Houthis group between two currents, and one of them preferred to practice politics than practicing violence. Here, many questions arise, from these questions for instance: How far is this division? Is it a real division or a mere distribution of roles? If it was a real division, then who is the strongest current? Does the current that prefers to practice politics have the power to impose what it wants, and to implement the commitments that may result from consultations? Taylor's talk about the littleness of expectations of the success of the consultations indicates implicitly that the current adopts the violence is the strongest; but if the current that adopts politics were the strongest, the talk of the success of the consultations would be more likely than to fail.

His knowledge of Taiz city and its nature

In his talk about the city of Taiz, the Ambassador spoke as if he were an expert with the city. He praised the civic nature of the city as a cultural city that produced many leaders, its historical role in supporting the Yemeni revolution and his assertion that there was no change in its nature. Taking up arms in the city was an emergency order, and the problem was that there were more extreme armed groups in reference to the Abu Abbas group.

The existence of a consensus on the fact that armed militias are outlawed and that they express a more extreme situation is in itself a positive step in the way of freeing Taiz from those militias that are seen as impeding the process of completing liberation and deep-rooted in crime.

The talk of the American Ambassador on the general trend of liberating Taiz in order to return to its civil nature characterized by trade and culture is a political talk based on the law.

His political discourse based on the law is that he informed the representatives of the so-called Southern Transitional Council and representatives of the General People's Congress that the United States refuses to involve them in the negotiations and its confirmation the refusal of the use weapons by the Southern Transitional Council to achieve political objectives.

The abstention from involving the Southern Transitional Council and the General People's Congress is extremely important in order to limit the consultations between the legitimate authority and the Houthi rebel group and prevent the dispersion of the negotiations. Voices calling for wider participation, through the involvement of multiple parties, are harmful to consultations, as well as the loss of responsibility for their failure and dedication to further division. The involvement of the Southern Transition Council in the negotiations gives the impression of international recognition of the sSunday, August 19, 2018o-called southern issue, which remains a Yemeni affair that should be resolved internally.

Projects not acceptable with the existence of the federal Yemen

His clear discourse in that the solutions to the issues raised, including the Southern issue, were included in the outcomes of the National Dialogue Conference and that the solution lies in a federal state, confirms that the public mood of the regional and international community will not be in the projects that resist the Republic of Yemen (Yemen State and its Unity). And this confirms that the American Ambassador discourse did not come from a vacuum.

The American Ambassador and the regional and international powers realize that the disintegration of the Yemeni state will necessarily lead to the spread of chaos in Yemen, taking into account that its important location has three dimensions: has waterways, border with the Gulf, especially Saudi Arabia, as well as has a border with Africa, meaning that there are many international interests associated with Yemen and the disintegration of the Yemeni state means the high cost of protecting those interests. Therefore, preserving the unity of the Yemeni state becomes a common interest locally, regionally and internationally.

Here we can say that there is a regional and international shift and desire to end the crisis peacefully or by war.

As for the General People's Congress, despite efforts to unify it and being an organization accepted by regional and international community, but this has not happened. Therefore, the refusal of it as a party in the consultations is a clear message to it that it must be within the legitimacy and works with President Hadi, otherwise it will be overridden.

Conclusion:

The American Ambassador, the recent UN envoy, the holding of the references conference in Riyadh and the statement of the General Secretariat of the Gulf Cooperation Council confirm that there is a more positive regional and international transformation than ever before. This situation doubles the national responsibility upon the legitimacy in order to invest this favorable political situation for pushing the national project and unite the Yemenis around it.
